Mulaney Launches White-Collar Defense and Investigations Practice
Goldberg Kohn is pleased to announce that Charles “Chip” Mulaney has joined Goldberg Kohn's Litigation Practice Group as Principal. A former Assistant U.S. Attorney in Chicago and Savannah, he has two decades of litigation and trial experience, including handling complex litigation, government investigations, False Claims Act cases, and commercial disputes.
Chip’s arrival marks a rare senior-level lateral addition for Goldberg Kohn. He joins as just the fifth lateral Principal hire in the firm’s 50-year history, and on the heels of veteran tax lawyer Kelly Glynn, who joined the firm as a Principal last month. The firm brings on lateral Principals only when the professional, cultural, and strategic fit is unmistakable.

Chip also has valuable experience that he will bring to the whistleblower side in our False Claims Act practice. Our clients will benefit from the practical insight he offers after years on both sides of these matters.”
Chip will lead a team in conducting confidential and independent internal investigations into allegations of financial misconduct, regulatory breaches, harassment, discrimination, and ethics violations. He will advise boards, executives and in-house counsel on investigation protocols, privilege preservation, document holds, and remediation. He will also prepare clients for possible follow-on regulatory or civil actions stemming from investigation findings.
Chip joins Goldberg Kohn after serving as an Assistant U.S. Attorney in the U.S. Attorney's Office for the Northern District of Illinois, where he was a member of the Violent Crimes and Financial Crimes groups. He specialized in investigating health care fraud, including schemes involving skilled nursing facilities, mental health counseling, and COVID-19 testing. He also first-chaired trials involving drug trafficking, bank robbery, gun crime, and sex trafficking of minors, and argued numerous motions, sentencing hearings, and appeals.
While he was an Assistant U.S. Attorney in the Southern District of Georgia, Chip served as Deputy Chief for the Civil Division and supervised five attorneys. In Savannah, he ran numerous qui tam investigations under the False Claims Act, from interviewing the whistleblower, investigating the alleged wrongdoers, and then litigating and resolving cases involving health care fraud, tariff duty evasion, and fraud by military contractors.
“Chip’s experience working on those cases will be a valuable addition to Goldberg Kohn’s False Claims Act practice, where the firm represents whistleblowers,” added Chizewer.
Chip graduated Order of the Coif from Northwestern University Pritzker School of Law in 2006. Early in his legal career, he was a litigator with Perkins Coie, where he handled internal investigations, criminal defense, product liability actions, and complex commercial litigation. In 2006-2007, he served as a Law Clerk for the Hon. Mark Filip of the Northern District of Illinois.
