Charles “Chip” Mulaney

Overview

Charles "Chip" Mulaney is a Principal in Goldberg Kohn's Litigation Practice Group. A former Assistant U.S. Attorney in Chicago and Savannah, he has more than two decades of litigation and trial experience, including handling complex litigation, government investigations, False Claims Act cases and commercial disputes.  

As leader of Goldberg Kohn's white-collar defense and investigations practice, Chip defends companies and individuals facing criminal exposure, civil litigation and parallel enforcement actions, helping them protect what matters most: their reputation, operations and future. He understands how cases are built and how to get ahead of them. He quickly breaks down the issues, identifies practical options and charts a clear path forward—all while maintaining discretion, sound judgment and focus on a resolution.

Chip also conducts confidential and independent internal investigations into allegations of financial misconduct, regulatory breaches, harassment, discrimination and ethics violations. He advises boards, executives and in-house counsel on investigation protocols, privilege preservation, document holds and remediation. He also prepares clients for possible follow-on regulatory or civil actions stemming from investigation findings.

Professional Background

Chip joined Goldberg Kohn in November 2025. Previously, he was an Assistant U.S. Attorney in the U.S. Attorney's Office for the Northern District of Illinois, where he was a member of the Violent Crimes and Financial Crimes groups. As a federal prosecutor, Chip specialized in health care fraud, including schemes involving skilled nursing facilities, mental health counseling and COVID-19 testing. He first-chaired trials involving drug trafficking, bank robbery, gun crime and sex trafficking of minors, and argued numerous motions, sentencing hearings and appeals.

While he was an Assistant U.S. Attorney in the Southern District of Georgia, he served as Deputy Chief for the Civil Division, where he supervised five attorneys. While in Savannah, Chip investigated, litigated and settled False Claims Act cases involving health care fraud, tariff duties and military contracts. He also litigated medical malpractice, civil rights and employment discrimination cases.

Early in his legal career, Chip was a litigator with Perkins Coie, where he handled internal investigations, criminal defense, product liability actions and complex commercial litigation. In 2006-2007, he served as a Law Clerk for the Hon. Mark Filip of the Northern District of Illinois.

Personal

Chip is the father of four young children and lives in the city of Chicago. In 2024-25, he and his family traveled around the world with the “Together Explorers” school year abroad program, visiting Japan, South Korea, Mongolia, Vietnam, Thailand, Sri Lanka, India, Turkey, Georgia, Armenia and Germany.

Chip also coaches youth football and basketball, and plays the piano, guitar, lap steel and banjo.
