Meredith discussed the recent forward-looking footnotes National Labor Relations Board Chairman Marvin E. Kaplan has dropped in several decisions during his eight months on the board. In a recent ruling, the chairman wrote separately in a footnote that a full five-member board should consider declining to assert jurisdiction over all charter schools in future cases. 

Meredith, who represents charter schools in Chicago, is quoted as saying: "The idea of the board declining jurisdiction over charter schools has been around for at least five years, but has never been exercised."
